discovered ci's


In discovery status for inventory I have discovered CI's that are not created as ci's. Can i view these discovered ci's in the ui? Also what exactly determines whether a "discovered" ci will be created/identified. I need all discovered ci's to be created ci's. are these all scanner configuration settings, enricherservice settings?
