uCMDB 10.22 using probe clusters

Before we had probes  not being in a cluster and managing which IPs were assigned to each probe.  We learned that by using clusters and by placing the probes in there, they will balance the ranges of the IPs between all the probes with 20% by default.  We created a cluster, added the probes.  We then imported a csv of the ranges. It seems the probes are still unbalanced.    Is there something we are missing?
