Add 'Hide Non-Applicable' results in policies

Add a setting in UCMDB that will allow the hiding of 'Non-Applicable' results in a topology query.  For example if I wanted to know if all postgres systems have 2 IP addresses, the postgres CIs that are visible in the TQL will show up as Non-Applicable and mess up the graph.
