Add control to CI Type visibility in UCMDB Browser for multi-tenant environments

Customer would like to submit an enhancement request for the scenario described in QCCR1H87879 - 'Hide specific CI types from ucmdb browser':

- Customer would like to have control to the CI Type visibility in UCMDB Browser, and to be able to hide some CI Types from being searchable in Browser
- CIs of the hidden CI Types should not be shown as related to other CIs as well, as described in QCCR1H87879
- The solution has to be available also for multi-tenant UCMDB installations

Enhancement QCCR1H87879 introduced a new tab in UCMDB Security manager: Roles Manager -> Browser CI Access Control

However the 'Browser CI Access Control' is not supported for multi-tenant installations, as noted in UCMDB Browser documentation.
