Customer is able to set fuse value on job adapter level, reconcillation.identification.map

customer should be able to set the fuse value like reconcillation.identification.map value to the adatper level instead of general setting at the server level. This helps to reduce the perfomrance impact on the server just because just one specific job needs to increase the identification map to be higher value

I like this idea... but the whole fuse concept in general needs a fresh aproach.  To new CMDB users/admins, the fuse concept is difficult to grasp and the tuning required can be intimidating.  I'd love to see a whole UI, stats, or wizard... SOMETHING.... SOMEWAY... for the system to recommend fuse settings and/or make it easier to tweak them.
