Enable Session Timeout change in CMS UI

Currently the change of session timeout is described in https://docs.microfocus.com/itom/Universal_CMDB:2020.02/ConfigTimeout.  However the documentation is currently wrong.  Since release 2018.11 the CMS UI  lacks the ability to implement different timeout than the hardcoded 30 minutes. (confirmed by MicroFocus Support and R&D). Any session to the new ui is logged off after 30 minutes.

The proposal is to implement ability to change the session timeout (to be able to increase it or decrease it), which is standard for all web based applications.

Furthermore the documentation has to be corrected for the last few versions of UCMDB.
