Enhance Linux TCP Data gathering via SNMP (RFC4022 replaces RFC1213)

The current SNMP Host Connection Resource and Application Adapter fails in querying Linux servers for TCP Table data because it referenced an old deprecated MIB (.1.3.6.1.2.1.6.13) which is being replaced with (.1.3.6.1.2.1.6.19) per RFC4022.  Without this upgrade of existing functionality, all inventory scanning of Linux servers via SNMP will not get the topology association of listening ports to running applications.
