Possibility to schedule full/diff sync for GDBA population jobs

GDBA based integration with plugin to sync changes in topology implemented.
As of today there is only one setting in the adapter definition called to specify how often syncs of full topology should occur. That's not enough to control and distribute syncs of full topology in case of having more than one population job.
It would be very helpful to explicitly specify the scheduling for syncs of full topology to happen instead of just specifying the scheduling for the job(s) and leave the points in time when full syncs occur to a kind of hidden internal logic.
This is very much like in push adapters where the scheduling for pushing changes in the topology only can be specified but at the same time the scheduling for pushing the full topology can be explicitly specified too.
