Scheduler should accept European DST

The regular scheduler for e.g. integrations ignores the common DST (daylight saving time) in Europe.

This causes the integration jobs to start one hour too early or too late for each DST change. To solve the problem, you either have to re-create the jobs (leading to the loss of history) or use the "cron" functionality (can not be used so well) of the scheduler.

Therefore, the regular scheduler should also handle DST.
