Uninstall capability added to the deployment of Content Packs

Deployment of content packs does not always go as expected or a feature works differently than expected.  The ability to uninstall a content pack and restore the system to its previous state would be very helpful and would reduce the risk and effort associated with implementing new CPs (submitted on behalf of Cigna)

With the release of the Content Deployment Preview capability with CMS 2019.11, we do not expect to provide any capability to "uninstall" a content pack.
