Why does CaliberRM client (caliberrm.exe) show high CPU usage when performing only simple navigation via mouse movement?

Problem:

Why does CaliberRM client (caliberrm.exe) show high CPU usage when performing only simple navigation via mouse movement?

Resolution:

When viewing process activity via Task Manager or similar application, it is observed that when moving the mouse over the CaliberRM client UI, that the process usage can easily spike between 30-45%. CPU usage drops back down as soon as the movement of the mouse stops. This symptom has been seen in versions as late as 2008 WW SP1. Within the CaliberRM UI, there is a Tools Menu and also a Tools Toolbar and the selectable items are the same between the two. A user concerned about this symptom can deselect the Tools Toolbar from View, and then subsequently use the Tools Menu when needing to access one of the corresponding modules.
