Can't see a patch in Patch Management "Patches"

This is a strange one, while updating a patch policy I see "2018-08
Dynamic Cumulative Update for Windows 10 Version 1803 x64 (KB4346783)"
which came out Aug 30th and I could add it to the policy. If I go to
patches it is not there at all nor does it show up as a available patch
for any 1803 machine. Anyone have an idea why I am only seeing it when
working with patch policies.

I see why it is not showing up as an available patch for the devices in
the ZPM debug.log getting Key NOT found
