Multicast for unregistered devices

I am having trouble with multicasting. I have a 4 windows 2003 SP2 servers all with ZCM 10.0.3 at different locations. I have created a multicast image bundle with my image at one of my locations. I then created a "rule" on my primary server that looks for the bios SN. I have tried on different dell machines as well as non dell machines. They boot to pxe and get all of thier IP stuff but then always exit with no work to do. Any help would be much appreciated.

You need to set up an imaging "policy"...
The imaging bundle will only work on registered devices.

Check configuration > preboot services > device imaging work assignment

In ZCM 10.0.3 I do not see an option to create an imaging "policy" under policies. I have created my Hardware Rules under Check configuration > preboot services > device imaging work assignment. I have told it to look for the serial number or asset tag that "contains" part of the machine ID. It still just keeps exiting pxe with no job to find.
