Sounds like it cannot find the content.
Maybe it did not upload properly.
Did not replicate properly.
No content server is assigned or is not responding properly.

whereever it's trying to get the data from (the configured Primary/
Satellite) doesn't yet have the content, is the first thing I'd think
of

I've seen it happen in 3 scenarios. Regardless, the 3 scenarios have something in common:
You need to examine what the CONTENT SERVER(s) are that are assigned to the agent/location in question.

If there's only ONE content server assigned, it makes troubleshooting easier.

Here's the 3 instances where I've seen this for non-ZPM Bundles:

1) The Bundle replication has not yet started or finished. For example, we have our Primary servers set to replicate every 1 hour, and our satellites replicate every night starting at 8:00 p.m.

2) The Bundle replication THINKS it has finished (shows in the ZCC that it's replicated) but the files aren't there on the server, or aren't there CORRECTLY. On a Satellite server, you can use:
zac cvc
to verify the content
and sometimes I've had to use:
zac cchk

3) The agent is pointed to a satellite server for Content, and the xplat agent (Linux) has crashed or not running (there's a bug for this currently in 11.2.4 and lower), and, as a result, the agent cannot connect to the Sat. Content server to fetch the content.

Or it uploaded properly, but that stupid "timeout" bug is still in the code (I believe) where if your ZCC session times out, OR you logout, it's not done processing the files you DID upload and then it all goes south.

Not really a timeout that can happen

I re-uploaded it from 5 different machines

Basically at this point ZCM become unusable!

Anybody has any better ideas?

Currently NO content uploaded to ZCM will doanload on client machines, no
matter what I used to upload, no matter what was uploaded

Making Zenworks pretty much unusable

much as I hate to say it in your circumstance, but this sounds like a
job for an SR, unless you can see errors in the zcc.log or the loader-
messages.log

Said many times, on my **** licensing scheme, SR costs more then the whole
licensing, there is nothing I can do about it, it is economically impossible
for me to open SR

So I resorted to very informative log reading.
I noticed the error in loader log which pointed me to

but it seems that another upload after fix still gave me error (this time
different)

java.sql.SQLException: The INSERT statement conflicted with the FOREIGN KEY
constraint "fk_zMessage_relatedUID". The conflict occurred in database
"zenworks_SPGS_ZONE", table "dbo.zZENObject", column 'ZUID'.

which resolved the situation! WOW

In addition my volume where SQL database resides was out of space (which did
not help at all)

So after all the operations I have system working again.

oh yeah, now I look at the second page I see that 🙂 Not used to the
web interface... I'll ask my colleague who wrote this if it's internal
for security reasons, or to stop people using it when they actually had
a different problem (we get a lot of the clutching at straws method of
troubleshooting)
