Wake Up from multi-homed multi-vlan server

Due to security policy, we cannot turn on relaying of 'magic packets' on our switches. So we are stuck with picking a proxy on the same subnet as the target Wake Up device.

We would like to use our DHCP servers to be this proxy. They are connected to all of the VLANs possible in our environment.

However, specifying the DHCP server for proxy results in failure.

Our DHCP servers are configured as follows:
NIC #1 - Management Network
NIC #2 - VLANs for all networks in that building
