Zapp as shell not reverting to Explorer despite reg changes

We've successfully implemented the zapp launcher as shell for a couple of users with a GPO containing zapp-launcher as shell.
Only problem is that whenever that user logs out or reboots, the next user that logs in (although admin or poweruser) will still see the zapp as shell.
Things i've tried:
* create a bundle for the zapp-user which runs on logout that resets the registry key back to Explorer.exe
* create a gpo for admin/powerusers that sets the registry key for explorer.exe on login

The ideal scenario would be that the zapp-user logs in and has the zapp-launcher as shell, but whenever he logs out and a "normal" user logs in, the shell would just be explorer.exe...

Try the group policy setting 'User Configuration\Administrative Templates\System\Custom User Interface' to configure a policy that applies to the kiosk account to replace the shell with IE
Assign the GPO to your ZAPP users.

You may need to set the GPO to force a logout of if the GPO Changes...It's possible a new logon may detect the new GPO too late....though next time they logon it should be good.
Most GPO settings will update w/o a logoff/on but a shell change is one of the few that would not.
I dont think that will be necessary...but just tossing it out there in case....

Note: You could set the "Custom Shell" to be Explorer.exe...if you ZAPPLAUNCHER.exe was set as the default shell for the OS. Just depends on which is the exception.....
