asset Inventory upgrade error

Our upgrade from Asset inventory 7.0 sp1 to 7.5 seemed to go well.
The server and apps come up, but the web console is broken.

the error message is

A problem was encountered during the database upgrade.
CreateWebInventoryWebReports.xml failed to complete

This is on a standalone system on a WinXP PC .
The online update was applied and seemed successful,
and the product recognition update seemed successful.

Is there a strategy to deal with this?

I would download the update and manually apply it. Was this IR12?
