java full/update not installing

I am trying to install some browser plugins via patch policy and shockwave/flash is installing fine. But I have deployed Oracle Java JRE 1.7.0_65 for Windows (Full/Upgrade) and it says it is installed and effective but java doesn't show up in control panel, add/remove programs, or under c:\Program Files. How so I troubleshoot this? There are no messages in the patch policy. It says about 100+ devices were successful but I don't think any of them are working. The clients are all windows 7 x64.

The patch policy never worked right but I setup a patch bundle the old way and that seemed to push out this morning successfully. I have verified it is showing up on computer and the browser plugins are listed. Not sure if this a problem with the patch policies or what?

I only managed to install Java when the browser/s was/were NOT running. May it be that this is the issue?

I deploy updates in the old way and prompt users since the bundles stop all affected processes (IE and firefox, here). Since changing to this method all updates install properly.
