zenworks inventory returns empty

(ZCM 2017U4 appliance, single primary server)

I have at least one WS running the ZCM agent that when I do a 'zac inv -f scannow', it returns immediately with:

Processing command: inv

RunScan returned False
inv full scan completed.

There are no .XML files in the ..\work\inventory directory. If I look at zmd-messages.log, I get:

I checked in the agent 'Technician Application' and the inventory service is running. What am I missing?
