HP RM Desktop screen still appears when changing containers

Even though our organisation hasnt deployed HPRM Desktop and not allowed end-users access to via enterprise installation,  (to minimise confusion with some of the differences & standardise training procedures) , we still get the desktop menu appear when all users click on the Kwikselect button to recontain a document - would anyone know where the option setting lives which needs to be modified to ensure the thick client menu appears, or is it an enterprise or local key setting that needs to be implemented to maintain consistency

HPRM version 8.3.9365  32bit with Windows 7 Enterprise 64bit SP1

The option should be under User options > appearance > there is a drop down list to change from desktop to full client
