Allow the selection or definition of a datetime format on a user-by-user basis. Allow the selection or definition of a datetime DEFAULT format on the server. We are currently subjected to viewing all datetimes in US format (mm/dd/yyyy), irrespective of the locale chosen by the user.

This is not exactly true. At least in DA 6.3.x locale changes will affect the way the date is shown. When the user selects English UK locale, the date is shown in dd/mm/yyyy format.
