protocol_switch_tool --restore: Preserve backup by default, option to remove

Currently the protocol_switch_tool.sh utility will remove the backup configuration files upon restore.  For example, using the option "--restore 2" will restore using all of the config files ending in "_2"  and then remove the backup files.

The scope of this enhancement would be to preserve the backup config files by default and have the option to remove them via a flag in the command line string.  This would prevent unintentional loss of backup files should the wrong backup be restored and also allow for a restore point to be used multiple times in case it is necessary.
