Allocate channel statements should be applied to Oracle templates

Brief description:

When configuring an Oracle backup using a "Blank Oracle Template" the number of RMAN "allocate channel" statements in the backup spec are based on the number of devices selected in the destination tab and their configured concurrency (Min/Max values for B2D libraries).

This does not work if other Oracle templates (e.g. Database_Switch_ArchiveDel) are used, so the user needs to create additional "allocate channel statements" manually. So this will create only one statement.

allocate channel 'dev_0' type 'sbt_tape'
parms 'ENV=(OB2BARTYPE=Oracle8,OB2APPNAME=testdb,OB2BARLIST=New1)';

Instead of four statements when four devices are selected or the concurrency is four.

allocate channel 'dev_1' type 'sbt_tape'

parms 'ENV=(OB2BARTYPE=Oracle8,OB2APPNAME=testdb,OB2BARLIST=New1)';

Benefit:

Make good Oracle backup performance available to users without the need to adjust the RMAN statements manually.
