Cell Server clustering without L2 network and replicated storage

We want to protect our Cell Server but we don’t want to use Veritas Cluster or HP Serviceguard. We don’t want to use L2 network for two DCs at all and we don’t want to pay for storage replication.
There should be the way to protect CS the same way like the Postgres Active-Passive protects itself. Or like the Oracle ADG, or like the MS Always-On.
