Supported PostgreSQL for DP IDB

Currently the IDB is running on PostgreSQL 9.1.9 in DP 10.10. But PostgreSQL has released version 11.x long back. and 9.1 is unsupportd version as per the Postgresql website (https://www.postgresql.org/docs/current/history.html ).

Even there are postgresql upgrade commands in the idb-bin directory. But as per the DP software support team says it cannot be done.

Most of the governmnet organization requires the softwares be the latest version. But here, even if we have the latest DP 10.10, it uses an old database as backend. So there is a chance for Customers removing DP from their environment.

To avoid this, we would need the Postgresql db upgraded to latest version.
