oracle backup and restore

Actual Behavior

The customer is very doubt when using the Data Protector managed control file backup method backing up the oracle control file. Why should I back it up to a file format, and then restore the control file through the RMAN command to restore. The customer thinks this is very unreasonable. Is it possible to directly restore the control file without secondary recovery?
