Brief Description
pgstat.tmp file should be excluded during IDB backup , or we should be able to disable the Statistics Collector as long as DP doesn't use Collected Statistics .

The following warning message often appears during IDB backup .

A non-essential file cannot be found, backup continues


According to debugs , the file is pgstat.tmp that is created by the Statistics Collector of Postgres .

Design details
Because it is hard to confirm what kind of files could not be backed up without debugs, it should be reasonable to exclude pgstat.tmp to reduce the message occurrences .
To exclude pgstat.tmp file during IDB backup , an implementation is needed in OB2BAR_POSTGRES_BAR .
The Statistics Collector can be disabled by modifying postgresql.conf file .

NOTE : I have duplicated this request from QCCR2A79020 as this is the new place to submit ERs .
