Cause
According to debugs of POSTGRES_BAR, there seems to be Japanese name file under /etc/opt/omni/server/rptgroups directory on HP-UX CellManager system, but it can not be read because the file name got garbled .

[ 4] [MARK 2] in OB2_StatFile -> DPMessageReceiveEx:315
Code: 1026
Info: /etc/opt/omni/server/rptgroups/繧サ繝繝ァ繝ウ繝ャ繝

When Japanese is used for the name of report groups at DP GUI , files will be created with UTF8 at CellManager system .
However, if the default Locale of HP-UX system is SJIS, Japanese characters in UTF8 can not be read correctly .

Workaround / Fix
Please consider to set LANG=ja_JP.utf8 in /opt/omni/.omnirc file .
By setting it, DP Agent processes will start as ja_JP.utf8 Locale, then can read Japanese characters in UTF8 .
