Support for SHA256 signing

Problem:

Beginning with 11.3 Hotfix 4, DevPartner builds are signed wth SHA1 and SHA 256 Certificates. Windows XP and Windows 2003 systems will continue to use SHA1 certifcates to validate driver signing of Devpartner. Windows 7 Windows 2008, and later versions  Windows Operating Systems will require SHA 256 Certificate support. 

Resolution:

We recommend that all Windows systems be fully updated so that SHA 256 certificate support is enabled.  In particular we recommend Windows 7 based systems have  KB3020369, KB3125574, or superceded KB's installed.
