ENH Request - Rebase feature for normal branch streams as well (Not only for Topic Stream)

Rebase feature is one of the good feature in dimensions CM. But, this is currently applicable only for Topic streams and the topic stream will not allow to create baselines any point of time. If the rebase feature comes with regular streams which are branched from parent will be very good for our development teams. Because, our development teams are currently working with regular branch streams which allows to take baseline at any point of time if any patch release comes. I hope you will consider this suggestion as enhancement of dimensions CM feature on upcoming releases.
