File renderer should use the content editor

If a FILR deployment has the content editor enabled, then this should be used (instead of the built in renderer) to display documents.  

  1. If a user clicks a document that is supported by the Content Editor then open the document using the content editor in Read only mode
    1. Have a button at the top of the page to allow the user to switch from read only mode to edit mode
  2. If a use specifically right clicks the document and chooses edit online then the existing behaviour is honoured (Document is opened in the content editor)
  3. If a user clicks on a document that is not supported by the content editor, then fall back to the built in renderer or follow default browser behaviour
