You have reached your maximum storage capacitiy

I Have an iPad Air2 with iOS 12.2 and Filr App 3.4.3 (164)

Since a few days i become a pop up message while selecting a photo, document, video etc. from my shared network folder "You have reached the maximum storage capacity. Clear your cache opr delete files from your Downloads area"

Cache is cleared an now zero
Download area is also zero (no files)

With another older iPad 2 i can open all these files?

The iPad Air2 has a storage capacity of 64GB an 11.3GB free avaiable space

Whats the problem?
