Audit Workbench fails to launch

I have recently upgraded to Fortify SCA version 19.1.0.  It is installed on a Windows 10 machine.  The first time a user (non-administrator) launches it, it fails with an Eclipse error "Java was started but returned exit code=7083".  If an administrative user launches the application, it works and then all subsequent launches work for both admin and non-admin users. 

Has anyone seen this?

Have you checked on java settings?  (32-bit vs. 64-bit)
