Do I need a license for every developer using remediation plugin?

We have a Fortify license and have installed SSC to run against our baseline. In order to review findings within the IDE, the remediation plugin would help. However, the question is, do we need every developer to have a Fortify license in order for them to use the plugin?

Or can people install the plugin freely in their IDE and just point to SSC for findings?
