WebInspect froze up on a user and they killed the process. Since then, when started, the WebInspect splash screen reports 99% loaded but thats as far as it gets. The process monitor shows that it's spawning a new browser session about every 8 seconds, consuming an increasing amount of system resources. How can I get WebInspect "unstuck"?

Just guessing, but I believe you can rename/delete these two folders and then open WebInspect. These should auto-rebuild, so I would tend to Rename them just in case I need to fall back.
- C:\Program Files\HP\HP WebInspect\dat\
- C:\Program Files\HP\HP WebInspect\browser\

Yeah, in the past few releases this DAT folder appeared and sometimes it seems to build up corruption. Erasing it can be a useful first step.
