I do believe HP is offering a WebInspect certification anymore. I helped design the certification test for WebInspect 7, and it has never been updated or received broad notice. There are training classes, but no "certification".

This might be a bit late; however, the WebInspect certification no longer exists. It is now included within the HP Fortify Security Solutions ATP certification.
