can't access SSC site remotely

We have a relatively new setup for SSC on a Windows 2019 server running tomcat 9. The url localhost:8080/ssc works as expected.

However connecting from another machine on the same network produces a 404 error: http://ip_address:8080/ssc <-- does not work.

Any clues?

nevermind. We found that there is a separate app.properties file that defines what the app will listen too.
