"not" search criteria?

We've been asked to respond to a Public Records Act request regarding homeless people and the COVID-19 pandemic.  One of the search terms is "homeless shelter".  And then our governor sent out an order that people should "Shelter in Place".  The problem is that there is a blast email to all our users with the subject line 'COVID-19 Shelter in Place'.  It has nothing to do with our homeless population.

So the question is: can I search for email that mentions homeless shelter, but not include the messages with the subject line 'COVID-19 Shelter in Place' ?
