Rule creation in GW7

I've been researching some options to create rules using SOAP in
GW7.0.3. From what I can see the OAPI wont work so we need to use SOAP,
but from what I can also read there are issues with GW Rules and SOAP in
GW7.

Can anyone confirm this, or has anyone been able to add rules via SOAP
in GW7?

There were major issues with rules that weren't addressed until GW8.
For the most part, the only place you could receive updates to rules
would be in the next major release of GroupWise.
If you find issues in GW 2012 for rules, I can look into them.
I cannot look at issues in GW7 or GW8 unless they are crashes.
