upgrade .net dependancy from 2.0 to 4.0

Now that Windows XP support is depreciated, there is no reason to continue requiring .net 2.0.

Windows 8+ already includes .Net 4.0, and it is much easier to bundle or automate .Net 4.x installs for Windows Vista+ in environments where windows updates are disabled.
