Am I missing something here?

When you create a new user you should be connected to the domain that
holds the post office the user is being created in correct?

Or do you always have to be connected to the primary Domain when you
create a user that is being created in a post office in a secondary domain?

Hi

It doesn't really matter what domain you are connected to as long as Admin messages are being processed correctly by your system.

I personally always connect to my primary domain, but I have a very small system with only three secondary domains!

Same here for the small systems, but I've seen larger systems where
administration is distributed such that the individual offices' admins
only have access to the local domain and are denied direct access to
the primary domain.
