It looks like no one picked this up for you. I don't know the answer, but I'll
report and see what I can find out.
That said, can you let me know client and OS version/dates, in case that is
related?

Mine is on the left monitor depending on where I am. As a mobile user,
the external monitor can be on either side depending on which client I
am at, if I even have one. It is always on my Primary display which is
the important fact to focus on.
As far as I can tell from my tests, there isn't a way of making it open
on a non-primary display, and I think this is a very specific choice to
avoid a bigger problem. A number of apps do readily remember that they
were last used on the non-primary monitor and still go there even when
I don't have one hooked up, like when in a coffee shop or on a plane. A
prime example is Notepad2 which I keep having to do the manual drag
back to the primary which is a bit of challenge when you don't have
that non-primary monitor there. So blame/prod Microsoft for making it
so hard for mobile users to collect their program back on their primary
displays when 'on the road' vs at their desk.
If you believe that Microfocus should change how they handle this, feel
free to add it as an Idea/enhancement request at
https://ideas.microfocus.com/MFI/novell-gw
Apparently there are 3rd party screen management tools that assist in
