Device Security Policy granularity

I need to enable the Device Security Policy for a specific set of users.
From the looks of it, I can enable this, but it's an all or nothing
deal, so if I enable it then it's enabled for everyone. Am I correct
about this? I'm guessing I could install a completely new Data
Synchronizer server and enable the security policy on it's mobility
connector, and then set people up on either server as appropriate, but
before I go down that route, is it possible to set up multiple mobility
connectors on the same server each with different settings so that I
don't have to bring up another server?

Nope, can't have multiple Mobility Connectors on the same server... at
least not in any officially supported method. 🙂 You could either
setup a second server OR look into ZENworks Mobile Management.
