GW Monitor fails to start after a server reboot

I installed GW monitor (and all the GW components) on a new SLES 10.4 /OES2 box. Everything comes up properly when I reboot, EXCEPT GW monitor. If I manually run rcgrpwise-ma start it comes up fine and works until another reboot.
Thoughts? Ideas?
