Granting proxy access for admin on all users

In the process of moving all users to Exchange, and I can't figure how to grant proxy access for the admin user so that the migration software (Kernel) can access mailboxes for the migration process.

What is the easiest way (it is not to ask every user to do it - it has to be done on an admin level)

The only method I could think of is using a SOAP application, with the trusted application. This would give you access to users mailboxes / settings without their actual passwords.
