New Internal Email Rules Not Working

We've discovered that new rules aren't working on internal emails. New rules that reference external emails work fine. This issue appears to have started two months ago. All rules setup before then are working fine. Has anyone heard of this issue?

We the new generic rule we created to test was just a move to a specific folder when its from a particular person. The rule works when that person is from a external address. It doesn't work when the email is from a internal email address.

Seriously, we need to see the rule or at least what exactly it says.
There are just too many variables here.
