Reply All acting like forward as attachment

When one of my users performs a reply all it acts as though it is forwarding as an attachment. Is there a setting I am missing to turn this off?

Not that I can find.
What would help zero in on where it is,
- Does this behaviour move with the user on another system?
- Does this behaviour happen to you using this user's account on their system?
- Does this behaviour happen to others on this system? Check both with the user's
Windows profile and in a separate one.
This should help us isolate the source as to if it is the user's account, their
machine, or their Windows profile. Then we can drill through the places to
investigate for each of those.
