Restrict Messenger to specific groups

We are in the process of playing with Novell Messenger. Thinking forward to selling the idea of using Messenger to various department within our agency, I was wondering if it was easy to create groups (say by department), such that only the people within each specified group can IM each other. Essentially, I want to silo each department that we give this capability to. Initially I only want the marketing team to be able to IM each other, and the Finance group to IM each other, but restrict marketing and finance from sending IMs across departments. If it were up to me I would allow everyone to IM everyone, but in my agency it would be an easier initial sell if I could restrict messenger in this way. Is this technically possible to do? How easy/hard would it be? Any info is much appreciated!
