manager messenger - communication error - port 8315

From the GroupWise 18.0.1 administration page, I attempt to manage our Messenger 18.01 system.
Click Messenger, then Messenger Service. Shows the proper IP address and TCP Port.
error pops up:
*Error communicating with resource (https://10.100.250.99:8315/users?Preload=100&Limit=5000&IDsOnly=true): java.net.ConnectException: Connection refused (Connection refused)

check to see if that port (8315) is listening on the server:
messenger18:/ # netstat -a | grep 831
tcp 0 0 messenger18:8310 *:* LISTEN
tcp 0 0 messenger18:8312 *:* LISTEN
tcp 0 0 messenger18:8314 *:* LISTEN
tcp 0 0 messenger18:34474 messenger18:8312 ESTABLISHED
tcp 0 0 messenger18:8312 messenger18:34474 ESTABLISHED
udp 0 0 *:8310 *:*


does not appear to be...
messenger still works for existing users

Didnt see anything in the log files in the MA folder that would be of importance.

Any thoughts?

issue is resolved for now..
re-ran setup, MARS started at the end.


at the end, it showed the management commands for each part of the service.
saw the one for mars
systemctl status/starrt/stp gwm-mars@gwmsgr.service


which, I could not find anywhere in the groupwise 18 administration documentation..... so posted a feedback comment...
