cloud governance - vsphere/hyper-v usage metering

Customers have long complained about CSA/HCM ability to support only subscription based showback and not usage based showback for vsphere/hyper-v provider environment.

Currently cloud governance feature supports usage based showback for Azure and AWS only because the underlying usage data is provided by AWS/Azure.  There is a gap for vsphere/hyper-v usage.  The proposal here is to enhance cloud optimizer to perform usage metering for vsphere/hyper-v and thus allow cloud governance to have usage based showback reports for private cloud.  This makes HCM more complete as a true cloud governance platform.

 In Private Cloud env( Vmware/Hyper-V) different (internal) teams using shared infrasturcture,  should have  Governance based on usage. For Internal teams, usage/consmuption showback reports are more important then Cost reports ( System/LOB IT admins)
